The Public Procurement Office (PPO) was established under Article 18 of the Public Procurement Law (Official Gazette 39/2002) as an independent governmental organization accountable directly to the Prime Minister. The PPO aims are to ensure that appropriate procedures are being followed for the efficient, effective and transparent use of public funds covering the supply of goods, works and services. Moreover, the Office will focus to increase value-for-money savings and to curb corruption. In order to achieve these goals, the PPO will promote competition and equal treatment of all bidders.

The PPO mandate is outlined in Article 19 of the Public Procurement Law and it includes:

  • the participation in drafting the regulations pertaining to the sphere of public procurement,
  • providing consulting services to contracting authorities and bidders,
  • organising staff training for working in the field of pubic procurement,
    training of public officials and capacity building;
  • co-operation with foreign institutions and experts in the sphere of public procurement,
  • the publication and distribution of relevant professional literature,
  • preparing standard bidding documents and standard contracts for typical types of public procurement,
  • collection of the information on public procurement in other states,
  • systematic collection of information from contracting authorities and keeping records in the sphere of public procurement,
  • the preparation of and participation in determining for evaluation of particular kinds of expenses incurred by public funds beneficiaries,
  • the preparation of a common database for keeping a record of bidders and their creditworthiness, on the basis of concluded and executed public procurement contracts,
  • monitoring the public procurement procedure,
  • co-operation with other state institutions and organisations, mandatory social insurance organisations, as well as organs of an autonomous territorial unit and local government,
  • preparing annual report on public procurement and giving recommendations for improving it.
